LATEST STORY–Horry staff suggests vendor limits during motorcycle ralliesCouncil members mull Waterway rally boundary

Horry County could reduce the number of vendors east of the IntracoastalWaterway to cut back on congestion during the area’s motorcycle rallies,according to a proposal from county staff Tuesday.

The presentation was given to Horry County Council members, who differedon what to do regarding the area’s fall and spring rallies.

Councilman Brent Schulz, who represents parts of Myrtle Beach and NorthMyrtle Beach, said he wanted to get rid of all the vendors in hisdistrict.

But Councilman Bob Grabowski said reducing vendors even by half was toodrastic.

Both men are serving on a county committee that will make arecommendation to Horry County Council on what should be done about therallies. The measure requires approval by the full council.

The county’s efforts come after Myrtle Beach passed a set of ordinancesaimed at curtailing the rallies. The city also raised property taxes forits residents earlier this year to fund those efforts.

Bike rally vendors must get permits to operate. For the Harley-Davidsonspring rally, the county issued nearly 400 vendor permits, 350 east ofthe waterway.

Council members suggested limiting the total number of vendors east ofthe waterway to 200, said County Administrator Danny Knight. They alsosuggested breaking the county into vending zones and limiting thepermits to half of what was issued this year in those areas.

County staff’s original proposal said vendors would only be allowed atshopping centers greater than 35 acres east of the waterway.

But Councilman Harold Worley said he was concerned such a rule wouldunfairly punish smaller establishments that also host vendors. Staffwill be modifying their proposal for the committee’s next meeting onOct. 22.

County staff’s original proposal called for issuing only 100 permitseast of the waterway, where much of the complaints from permanentresidents regarding noise, congestion and rowdy behavior areoriginating. Of those 100 permits, 50 would be located both north andsouth of U.S. 501.

Another 100 permits would be issued for vendors between the WaccamawRiver and the waterway.Another 200 permits would be issued west of the river, the proposalsaid.The price of a permit would be modified: $1,500 east of the waterway,$1,000 between the waterway and the river and $500 west of the river.The permits currently cost $700, plus a $100 hawkers license.

Staff also proposed banning outdoor entertainment, such as wet T-shirtcontests, burn-out pits and concerts, unless a special event permit isapproved by the county.

Robert Kelley, a local hotelier representing a group of about 80businesses, said he is pleased the council is looking at all sides,unlike the city.”A possible worldwide recession stands before us, and what does theMyrtle Beach City Council do?” Kelley told County Council members. “Theywant to drive away 500,000 people who love coming here year after year.”

Sharon Kemerer, a Myrtle Beach resident who is also a sales manager at alocal resort, asked the council to consider the economic ramificationsof curtailing the bike rallies.

“This is a tourist area with a tourist-based economy,” she said. “Ifpeople want to live in a quiet, sleepy area, at least along the coast,they should have moved somewhere else.”

But Garden City Beach resident Judy Price implored the council to dosomething about unruly behavior during the rallies. Speakers blareprofanity across the area, she said, and scantily clad women advertisebike washes, sometimes in the view of children.

“We have been told to get over it, quit whining about the noise andleave for the rallies,” she said. “Some people can’t leave. Childrenhave to go to school. People have to work. And some people are elderlyand sick.”
