In late September, President Donald Trump changed his mind on PPPs or Public-Private Partnerships, one of his bedrock funding mechanisms for funding infrastructure. He campaigned on the idea of utilizing PPPs and seemed to be for the idea all the way up until he reversed his support when talking to the House Ways and Means Committee about tax reform on September 27. NY Representative Brian Higgins told reporters that during the meeting, Trump “emphatically rejected what everybody assumed was his position relative to financing infrastructure.” Higgins added, “He dismissed it categorically and said it doesn’t work.”
Earlier in the summer, the Trump administration revealed only one specific of the upcoming infrastructure plan—allow the federal government to kick off the program with $200 million in direct spending which was intended to spur enough private investment to cover the remainder of the at least $1 trillion currently needed.
The NMA wrote a newsletter about PPP Myth Busters in March 2016. Three different failed PPPs are mentioned with passing reference made to Indiana’s most recent and ongoing PPP disaster which occurred on Governor (now Vice President) Mike Pence’s watch. Pence has been the Trump administration’s point man on rebuilding the country’s infrastructure.
Fox Business News reported that this pivot might not sit well with Wall Street. A White House official confirmed that the administration was looking at other ways to fix infrastructure. The unnamed official added, “Just like with any new policy, there are legitimate questions about how PPPs can best be incorporated into our nation’s infrastructure program.” The official later added that PPPs “are certainly not the silver bullet for all of our nation’s infrastructure problems and we will continue to consider all viable options.” That is perfect politico speak for “The PPP option isn’t dead yet despite what you hear from us.”
PPPs have been part of the infrastructure industry for over ten years. Banks and even foreign consortiums generally serve as financial advisers or investors in order to jumpstart bridge and toll road projects. The financial sector can make big money serving as advisers. Private investors often set road user fees, usually through tolling, with few controls in place to protect motorists from rate gouging.
The president also indicated at the meeting last month that his administration would seek to pay for upgrades through direct federal spending—either by paying for projects with new tax revenue or taking on debt. He expects state and local governments to do the same.
This past week, Transportation Secretary Elaine Chao said in a speech that Congress will more likely not address infrastructure before tax reform. Speaking in Phoenix, Arizona before the American Association of State Highway and Transportation Officials, Chao said, “The congressional legislative calendar is really packed for the rest of the year, so tax reform will come first.”
In the meantime, Chao said that the Department of Transportation (DOT) is streamlining regulations, particularly around environmental reviews. The DOT continues to fund projects through the Infrastructure for Rebuilding America (INFRA) and Transportation Investment Generating Economic Recovery (TIGER) grant programs.
Government continues to grind on; we must be ever watchful that another position reversal doesn’t bring public-private partnerships back to the forefront of proposed infrastructure funding mechanisms.

A senior citizen in his late 70s age, drove his souped up Milwaukee 8 engine Harley Davidson motorcycle to 100 mph. Looking in his rear view mirror , he saw a police car behind him.
He floored it to 120 , then 140, … then even a salt flat style 170 mph
Suddenly he thought, “I’m too old for this nonsense !”
So he pulled over to the side of the road and waited for the police car to catch up with him .
The officer walked up to him, looked at his watch and said, “Sir, my shift ends in ten minutes. Today is Friday and I’m taking off for the weekend. If you can give me a good reason that I’ve never heard before for why you were speeding. I’ll let you go.”
The Old Man, wearing 3 dozen patches on his 5 Ball Racing leather vest, from 50+ years of biker runs, looked very seriously at the police man, and replied :- “Years ago, my wife ran off with a policeman, I thought you were bringing her back.” !!!

Great article. We use to be avid builders in the 70’s, with no clue or engineering expertise…it’s a miracle I survived. I’m putting together a EVO softail scratch build and was wondering how I calculate fork tube length. I’m using a Krafttech frame with 34* rake, oem ’92 triple trees, 16″ rim with the tire having a diameter of 25.19″. Thanks and Happy Trails

HERSHEY, PENNSYLVANIA (7 October, 2017) – RM Sotheby’s once again celebrated the American automobile at Hershey Lodge during the world-renowned AACA Fall Meet with $15,932,802 in total sales and an incredible 96 percent sell-through rate across two days (5-6 October). Representing one of the company’s top Hershey performances to date in the sale’s eleven-year history, results were driven by bidders from 20 countries, and highlighted by several important private collections presented amongst the 140 cars on offer.
The Thomas F. Derro Collection, one of the Northeast’s greatest collections of American automobiles, offered entirely without reserve, stole the show on Friday evening, with many lots achieving or exceeding estimates. Drawing tremendous pre-sale interest, the twelve-car Derro Collection was led by the 1933 Pierce-Arrow Silver Arrow, the very first of just four examples and a mere three survivors, which brought a final $2,310,000 following an extended contest between bidders in the room and on the phone. An Art Moderne monument, the Silver Arrow is the irreplaceable centerpiece for any collection of Full Classics—a true showstopper. Additional highly anticipated highlights from the Derro Collection include an exceptionally restored, award-winning 1935 Duesenberg Model J Cabriolet with one-off European coachwork by d’Ieteren, which sold for $1,485,000, a striking 1957 Dual-Ghia Convertible with the optional D500 Hemi V-8 engine which well-exceeded expectations at $341,000 (Est. $200k/250k), and a 1941 Packard Custom Super Eight One Eighty Convertible Victoria, used in the popular 1970s NBC television series “Banacek”, which brought a strong $407,000.
The Thursday evening sale session also featured an important collection of cars offered from the estate of the late Ralph Whitworth, the country’s foremost collector of hot rods and customs. The group was led by the 1932 Ford “Pete Henderson” Roadster, the well-known ’32 Ford that famously beat an undefeated quarter horse in 1944, which saw tremendous pre-sale interest and eventually sold for a final $192,500 (Est. $160k/180k). Deuce Coupes were in high demand on the night, with another 1932 Ford Three-Window Coupe Hot Rod with original speed equipment soaring past estimate to reach $90,750 (Est. $50k/65k).
“The RM Sotheby’s Hershey auction remains one of the premier destinations for die-hard Classic and Brass era enthusiasts and the results over the course of the two-day auction simply reaffirmed the strength of the market and depth of the consignments for this year’s stellar offering,” said Gord Duff, Global Head of Auctions for RM Sotheby’s, following the sale. “Headlined by notable estate collections; The Thomas F. Derro and Ralph Whitworth Collections respectively, RM Sotheby’s was honored to have been chosen to represent such esteemed names in the hobby. Stand-out American Classics of exceptional provenance also shone outside of the private collections. Thursday evening saw a 1936 Cadillac V-16 Convertible Sedan by Fleetwood, one of the very finest first generation examples extant, bring a well-deserved $715,000. Sympathetically restored from an outstanding original example, the V-16 was exhibited for six decades at Chicago’s Museum of Science and Industry and came to Hershey having had just two private owners since 1949. On Friday, an authentic, factory-supercharged 1937 Cord 812 Supercharged Cabriolet delighted the packed auction room when it reached a final $412,500 following interest from multiple parties (Est. $300k/350k).
Proving that collectors are willing to pay strong money for the truly special cars at all levels of the market, one of the most anticipated and most unique lots of the Thursday sale was the iconic 1937 White Model 706 Yellowstone Park Tour Bus. Originally supplied to Yellowstone National Park and now upgraded for modern enjoyment, the ultimate party bus ignited a fierce competition between nearly 20 bidders on the phone and in the room, smashing its presale estimate at a final $165,000 (Est. $30k/40k). On Friday evening, an immaculately restored, Canadian-delivery 1961 AMC Metropolitan 1500 Convertible also charmed its way past high estimate, attracting a bidding contest that eventually saw it sold at $74,250 (Est. $30k/40k).
