However, the California standard for emissions, aka the CARB standard, violates the black letter that has forced hundreds of businesses in the motorcycle industry to relocate to our beautiful state. While this has had a negative impact on the California economy, it is a windfall for Arizona.

The ability of a consumer to purchase and install federally approved exhaust systems that increases fuel efficiency would be outlawed under CARB standards. This would impact the motorcycle industry into the hundreds of thousands of dollars upwards into the millions each year.

ABATE of Arizona has stood before the Arizona legislature on many occasions and successfully argued with facts and statistics in reference to the emissions output of a motorcycle on our roads. This is why emissions testing requirements were repealed not only in Pima county but in Maricopa county as well.

Any proposed legislation, although well intentioned, will cost Arizona financially in the way of lost businesses, wage earnings and a lifestyle of freedom. And it is this reason we are opposed to any CARB legislation proposed.
On behalf of the 327,000 motorcyclists and thousands of motorcycle related businesses in our state, we oppose this legislation

VIRGINIA

SB 907 Adopts several initiatives related to transportation and safety, including: (i) making it illegal to possess an open container of alcohol in a motor vehicle, (ii) requiring all passengers in a vehicle to wear safety belts, (iii) prohibiting the use of handheld personal communication devices, (iv) establishing a speed monitoring program in highway safety corridors that uses a vehicle sensor to take a picture of a vehicle traveling more than 10 miles over the speed limit, subjecting the driver to a monetary fine, and (v) allowing localities to lower the speed limit below 25 miles per hour in business and residential districts. The Commissioner of the Department of Motor Vehicles will establish an advisory committee to oversee education and enforcement of policies such as the seatbelt and hands-free provisions. The bill also changes the vehicle inspection safety program to only require inspections of salvage vehicles that have been rebuilt for highway use, converted electric vehicles, and off-road motorcycles that have been converted to on-road use.

HB 1236 Authorizes the operator of a two-wheeled motorcycle to pass another vehicle that is stopped or traveling at no more than 10 miles per hour in the same lane, provided that there are at least two lanes of travel in each direction, such motorcycle does not exceed a speed of 20 miles per hour, and the operator executes such passing safely.
