LOVE RIDE AND CHOPPER DAVE BENEFIT THURSDAY NEWS FOR October 23, 2014

 

Hey,

Today feels strange. I’m running into some crazy info, and it’s the weekend of the Love Ride, the Chopper Dave Benefit, Markus Cuff and Mark Mahoney photo art exhibit, and a number of other events, including the Long Beach Swap Meet. Damn, I wish I could make it.

Currently the plan is to take the Bonne Belle to the Schuberth booth at the Love Ride at Lake Castaic and our 1926 Peashooter for the Love Ride Bike Show, produced by Jeff Najar and Bob Kay.

The brothers are riding to Long Beach to support the Chopper Dave Benefit. He was in an accident recently. Another driver pulls in front of a biker.

Can you imagine? Some folks are looking forward to self-driving cars as the new electric Tesla hits the market for just over $75,000. It’s supposed to have a 275-mile range and hauls ass, 155 mph. But they didn’t mention the time to recharge and how to find a charging station.

And now for the innovation of the week from the Week Magazine, a personal temperature control unit called Wristify, a bracelet that delivers thermal pulses to the wrist to raise or lower body temp, or it’s a personal air conditioner or heater on your body. Amazing.

PPG LAUNCHES En-V PERFORMANCE CLEARCOAT–New EC530 clearcoat expands Envirobase High Performance refinish system

PPG Automotive Refinish has introduced EC530 En-V Performance Clearcoat, an easy-to-use clearcoat with premium gloss retention over waterborne basecoat, which meets or exceeds regulatory requirements in all U.S. and Canadian regions. The new clearcoat is the latest addition to PPG’s industry-leading ENVIROBASE High Performance refinish system.

“EC530 is a significant expansion of the Envirobase High Performance system,” said Tim Jones, PPG waterborne segment manager. “This is an excellent, compliant clearcoat for our waterborne basecoat. It’s easy to use and works quickly to help shops improve productivity and throughput. It also consistently provides the beautiful finish, gloss and appearance expected of PPG products. According to Jones, EC530 uses a traditional two-coat application process. With four available reducers, it works across a wide spectrum of temperature and humidity conditions. The new clearcoat has a short bake cycle of 25 minutes or can air-dry in less than four hours. It requires no polishing; however, dirt nibs can be buffed immediately after cooldown.

The Envirobase High Performance refinish system features easy-to-use products for best-in-class color accuracy and durability as well as improved productivity. The system now includes an array of primers and clears developed specifically to work with its waterborne basecoat to create a completely integrated paint system.

Why We Ride Minimoto USA Championship Series to Wrap Up at Buttonwillow–Simi Valley, Calif. – October 22, 2014 – The Why We Ride Minimoto USA Championship Series is closing out the 2014 season this weekend at Buttonwillow Raceway Park. Families from across California and beyond will gather at the Buttonwillow facilities October 24-26 for the final round of youth and adult racing, and the Minimoto USA family will celebrate a successful and rewarding year with a luau-themed potluck on Saturday at 5:00pm.

Unlike other c.v. units, the Typhoon has a throttle disk at the back and a slide at the front which opens as the throttle is twisted. The engine’s vacuum pulls in as much fuel and air mixture as it can properly use, based on the current RPM. This “constant velocity” meters the air/fuel mix. A tapered needle regulates the fuel infusion through the entire slide range from idle to full throttle. The carburetor features a jetting system that allows the main jet and idle to be adjusted externally by hand. You can twist the throttle wide open and the engine will except only as much fuel/air as it needs and it’s extremely responsive.

DAYTONA COMMISSIONER ARRESTED

DAYTONA BEACH — A Daytona Beach city commissioner was arrested early Sunday after an argument with a senior citizen at the entrance gate to the Pelican Bay subdivision turned physical.

Robert Gilliland, 47, is charged with battery on a person 65 years of age or older, a felony.  The incident happened just after midnight at Pelican Bay’s west gate.

According to police reports:  Alan Robinson, 66, stopped at the gate and was talking with security guard Terry Prestridge.  Gilliland pulled in behind Robinson and started honking the horn of his black SUV and yelling “Get the (expletive) out of the way!”

Robinson said Gilliland lurched his SUV forward several times as if he would strike his 2013 Chevrolet Corvette.

Prestridge opened the gate and both vehicles entered. Both men then exited their vehicles and began to argue.

Robinson told police Gilliland smelled of alcohol and he thought he was intoxicated, so he went to remove Gilliland’s keys from his SUV.  At one point, Robinson’s son, 36-year-old Gabriel Robinson, tried to stop the argument and told Gilliland to “chill out,” but to no avail.

Gilliland then punched Alan Robinson on the right side of his head near his right ear. Police said Robinson’s right ear was red and his right eye was bloodshot.

Both Robinson’s son and the security guard corroborated Robinson’s account of the events.  Gilliland told an officer that Robinson exited his vehicle and approached him before they began arguing. He said at some point during the argument, Robinson reached into his vehicle and removed the keys, at which point Gilliland requested the security guard contact the police.

“It should be noted that while in contact with (Gilliland), he presented a strong odor of alcohol upon his breath. He also spoke with slurred speech and showed some difficulty with balance while walking,” the report stated.

“However, due to the circumstances and the incident not being a vehicle crash and no officers being able to place him in control of the vehicle, no DUI charges could be investigated or brought upon (Gilliland),” the report explained.

Gilliland was booked into the Volusia County Branch Jail at 1:21 a.m. Sunday and released on $1,000 bond at 7:31 a.m., according to Volusia County Clerk of Court’s office records.  Gilliland has been a commissioner since 2005 and most recently won re-election to a four-year term in 2012.

2014 AMA Pro Flat Track champions Sponosered by D&D Exhaust honoredPOMONA, Calif. (Oct. 13, 2014) – The 2014 AMA Pro Flat Track season came to a thrilling end, with both the Grand National Championship Expert and Pro Singles titles being claimed by the tightest of margins at the Flat Track Finals at the LA County Fairplex on Saturday.

Sunday, following the exciting night of races, the champions and other riders of note were lauded at the yearend awards ceremony held at Pomona Valley Mining Company.

The voices of AMA Pro Flat Track Barry Boone and Scottie Deubler hosted a fun afternoon that included multiple looks back at the 2014 season in addition to the distribution of awards and checks.

GNC champion Jared Mees was awarded the No. 1 plate by the American Motorcyclist Association’s Joe Bromley, and he was joined on stage by the Rogers Racing Harley-Davidson he rode to fourth place in the season finale to clinch the title by three points over Bryan Smith.

Pro Singles champion Kyle Johnson also received his No. 1 plate from Bromley after finishing second in Pomona and taking the championship by a single point over Davis Fisher.
 

Jarod Vanderkooi was awarded the No. 1 plate for winning both Pro Twins races this season, as well.

Johnson is awarded a national number for being the Pro Singles champion, but other riders who earned their national numbers were recognized, including; Jay Maloney, Danny Koelsch, Shayna Texter, Cody Johncox, Chaz Landers, Ronnie Jones and Colt Chebultz.

After 16 rounds, the winners of the Sunoco “Go The Distance Award” were honored and presented with checks for being the riders who completed the furthest distance over the course of the 2014 season. In Pro Singles, the $2,000 winner’s check went to Bronson Bauman. Mees received a check for $3,000 for being the top Expert rider in terms of distance traveled. Mees also received $1,000 from Cortech for winning the “Performance Edge Award” as the rider who recorded the most fastest laps in main events in 2014.

Bryan Smith’s Villa-Esparza/Crosley Radio team was recognized with the “Team Excellence Award’ for their professionalism throughout the year, and Jeffery Carver Jr. was awarded the “Outstanding Performance” award, mainly for riding so many different bikes and remaining competitive over the course of the season.

Saddlemen’s Tom Seymour was on hand to congratulate the Saddlemen GNC Rookie of the Year, Wyatt Maguire, who made seven main event appearances in this first season in premier class.

Pro Singles runner-up Fisher was the recipient of a special award, the Brintlinger Award for Excellence in Sportsmanship, which was voted on by members of the AMA Pro Flat Track paddock.

Craig Parkinson of Parkinson Brothers Racing, accepted his award for Pro Singles Mechanic of the Year, and Honda was named the Manufacturer of the Year in the class.

In addition to Johnson and Fisher being honored, Pro Singles third place finisher Ryan Wells was given a check for $2,000 along with a trophy.
 

GNC Mechanic of the Year honors went to Kenny Tolbert and Sammy Sweet of Rogers Racing and Kawasaki was named the Manufacturer of the Year in GNC competition.

The largest checks were saved for last as the top three finishers in the GNC standings were honored. Jake Johnson was third and received $4,000 and a trophy. Smith took home a check for $6,000 with his trophy. Mees was awarded $10,000 in addition to the coveted No. 1 plate, and was also recognized with a stunning Rolex watch presented by Thom Duma of Thom Duma Fine Jewelers.

Thunder MultiMedia provided three excellent videos, including a fun look back at the personalities in the paddock and recaps of both the Pro Singles and GNC seasons.

A special No. 1 plate was presented to Dave and Kathy Hoenig for their many years of dedication to the sport of flat track. The couple has attended 444 Grand Nationals, including 369 consecutive.

The event served as a fitting end to an entertaining 2014 AMA Pro Flat Track Season with excitement already beginning to build for 2015.

 

BIKERTOBERFEST NEWS REPORT

DAYTONA BEACH — It looked like a parking lot Sunday as bikers and motorcycle enthusiasts soaked in the sun and the fun on Main Street for the last day of Biketoberfest.

“We’ve come here every year,” said Peter Rieder (pronounced rider), who was flanked by his wife Lena. “We stay for the whole month.”  The couple trailers in from Stanton Island, New York, and stay at the Sunglow Resort on Atlantic Avenue.

“We just love it,” Lena Rieder said. “We love everything about it.

Sixteen-year-old Anaya Wenz smiled wide, showing off her braces with pink rubber bands as she walked down the sidewalk with her family watching the motorcycles rumble past.  “I like watching the girls dance and all the motorcycles,” she said, noting she’d get a street bike if she could.

It was her first Biketoberfest, the New Smyrna Beach High School student said.
“I’ll probably get a souvenir, a T-shirt or something, but I haven’t done it yet,” Wenz said.  Everyone agreed the weather was perfect for the event this year.

Fatal crashes were limited to four.

Crime was low, too, Daytona Beach Police Chief Mike Chitwood said. There were only five motorcycle thefts, three from the Speedway, which has its own security.

Two members of the Outlaws motorcycle gang are accused of carrying loaded handguns into a Main Street bar.

Jeremy David Untermeyer, 25, and John Paul Mahlow, 34, were arrested at 1:47 a.m. at Bad Boys Bar, 601 Main Street, after Daytona Beach police officers arrived because of a “disturbance.”  “This is the only problem we’ve had because of Biketoberfest,” Chitwood said.

The earlier Sunday excitement didn’t prevent people from going in to enjoy the music or shop from the nearby vendors.  Dee Porter and Dee Kettler, from Apollo Beach and also known collectively as “Dee Dee,” saved their shopping for the last day.

“We’ve had a great time here,” Porter said.  “We’re doing some Christmas shopping,” Kettler added. “We’re going for a little bit of everything.”  Moffit Motors manager Kevin Goodin said the stream of shoppers came into the shop in waves.  “We print our own T-shirts,” he said. “The ones with our logo have been the biggest seller. Boot sales have been good, too.”

Jeff Fregoe’s Cycle Trims, which features accessories heavy on chrome, said the crowds have been good.

“I’m happiest when our items – the ones we have custom made for us – sell,” Fregoe said.  Many who frequent Biketoberfest also frequent John’s Rock n’ Ride, located in the same place for more than 32 years.

“I design my own T-shirts, a new one for every year,” owner John Sanchez said. “People come in to get the ones before they sell out.  “A lot of times they’re wearing a shirt of mine from 12 or 15 years ago.”

He — like Bill “Archie” Archiello who is visiting from Bayonne, New Jersey, with plans to retire here next year — said it’s about living the lifestyle you want with the people you want.

“For me it’s the camaraderie and the friendliness of everyone here,” Archiello said. “We sit on the front lawns of the people we’ve come to know. It’s great.”

He — like Bill “Archie” Archiello who is visiting from Bayonne, New Jersey, with plans to retire here next year — said it’s about living the lifestyle you want with the people you want.  “For me it’s the camaraderie and the friendliness of everyone here,” Archiello said. “We sit on the front lawns of the people we’ve come to know. BIKERNET 5-BALL RACING SALTY REPORT--1st year for Bonneville Motorcycle Speed Trials a Success

This year was the first year of the Bonneville Motorcycle Speed Trials and what a great year it was. Persevering through the onslaught of monsoon rains we were able to find a place to race and have nearly a thousand successful runs.

These runs include records from small vintage bikes on up to the top time of the meet of over 241 MPH set by an electric streamliner Killa Joule with rider Eva Hakansson and her team. This was a year of adaptation and of overcoming long odds to make a successful week of racing.

This wouldn’t have happened without the riders, the sponsors, and the collaboration of all of the salt flats race organizations. As we close out our 1st meet, we are looking forward to exciting racing from the USFRA World of Speed next week and towards another Bonneville Motorcycle Speed Trials in August 2015.

”Yes, I remember him as a baby.” says the other mother cheerfully. “He’s a martyr now though.” the mother confides.

“Oh, so sad dear…” says the other. ”And this is my second son, Khalid. He would have been 21.”

”Oh, I remember him,” says the other happily, ”he had such curly hair when he was born.”

”He’s a martyr too…” says the mother quietly. ”Oh, gracious me…” says the other. ”And this is my third son. My baby. My beautiful Ahmed. He would have been 18”, she whispers.

“Yes,” says the friend enthusiastically, ”I remember when he first started school…”

”He’s a martyr also,” says the mother, with tears in her eyes. After a pause and a deep sigh, the second Muslim mother looks wistfully at the photographs and, searching for the right words, says . . . “They blow up so fast, don’t they?”

BUSINESS LESSONS FROM THE HELLS ANGELS–What mainstream companies could learn from the world’s most infamous motorcycle club.

The strength of a brand often reflects an organization’s cultural health. Inside-out, credo-driven brands surpass their outside-in, market-driven peers in category after category—see Apple and Google versus Microsoft;  Amazon and Target versus J.C. Penney; Southwest Airlines versus United Airlines. The brands that value employee culture create an obvious advantage: better people with bigger ideas and more initiative want to be part of those cultures.

This is not to say that successful culture brands are nice cultures. For all its focus on “luv,” one of Southwest Airlines’ key values is a “warrior spirit,” which is about employees being fearless. By all accounts, Steve Jobs was dictatorial and difficult to work with, but inspired Apple’s persistent culture of innovation. Amazon.com is also described as a tough place to work, but it reinvents entire categories year after year.

Brands with great cultures give employees a sense of identity, belonging, and purpose. Nice has nothing to do with it. In fact, the most successful culture brands connect with employees in ways similar to gangs or the mafia.

Globally, one organization offers a vivid blueprint for growing a brand through an unrivaled dedication to culture, and it isn’t a company you’ll find in the Fortune 500. It’s the Hells Angels, the world’s most famous (or infamous, depending on perspective) outlaw motorcycle club. Here are four of the organization’s practices that mainstream companies should borrow.

1. An All-in Hiring Process Is The Only Way To Go. Not everyone can be a Hells Angel. That might go without saying, but it’s that clarity—who we’re for, and who is for us—that’s missing from the culture of so many companies.

More importantly, the process of joining the Hells Angels is so long and arduous that no one in the club has to suffer a lemon member. Every prospect demonstrates that he wants to be there, and every member vets prospects, weeding out those who do not align with the culture.

Zappos uses this same culture-first, no-lemon approach to hiring. Following an immersive training program, new employees are offered a bonus to quit on the spot. The message is clear: go all-in with us, or hit the bricks.

2. Use Symbols and Artifacts Wisely. At the heart of the Hells Angels’ brand is an amazing array of iconography. Compared to the corporate world’s dull logos, inane stock photography, and other corporate “communications,” the Hells Angels have the signature “Death’s Head” insignia, along with a complex set of patches and other symbols.

It would be easy to dismiss these artifacts as the typical trappings of a gang. But they are meaningful visual designations of belonging, commitment, and member achievement. While most companies onboard new hires with slide presentations, Hells Angels prospects earn their “full patch.” This communicates that membership really matters, and connects members with something larger than themselves in a way that is, at the same time, personal.

Nike excels at this as well, employing a chief storyteller whose role is to connect employees with the company’s decades of innovation. There are also the “Ekins” (“Ekin” is Nike spelled backwards)—the company’s fervent team of storytellers who are known to tattoo the Nike “swoosh” on their bodies.

3. Appeal To Outsiders As Insiders. One of the paradoxes of employer-employee relationships is that people both seek a sense of belonging and want to maintain their identity. Too much belonging without any individuality is a cult. Too much individuality without any belonging is a band of mercenaries.

The Hells Angels balance this by creating a club for outsiders. Archetypally, the Hells Angels is about as pure a portrait of the “outlaw” or “rebel” brand as you’ll find. Members are called to the brand as outsiders—where they then become insular and highly exclusive insiders. That might sound odd, but it’s what people want from a brand. It’s why we love music groups a lot more before they’re cool. The Hells Angels anti-establishment culture distinguishes its members from everyone else while also welcoming those members for who they are. Roaring down the highway, they are a band of outsiders—together.

Any mainstream company in the business of innovation—from startups challenging entrenched industries to big companies always on the hook to develop the next big thing—should take heed. Outsiders are a symbol of doing things differently. You cannot disrupt the status quo without them. But those outsiders and their wild ideas need support. They need a place to feel like an insider.

4. Ignore The Critics. Law enforcement agencies haven’t wanted the Hells Angels around for decades. The club doesn’t care. It is expanding geographically and recruiting the next generation of members returning from tours of duty in Iraq and Afghanistan. The club is even expanding its revenue streams, creating licensing opportunities from its 18 trademarks and opening a retail store in Toronto in 2013. Despite rivals on both sides of the law, the club continues to thrive. Timeless, adaptable, and intensely resonant (positively or negatively), the club’s brand is the envy of brand managers worldwide, whether they’ll admit it or not. You don’t like the Hells Angels?

They don’t care. So skip liking or disliking them, and start emulating inside your own organization the ways they’ve created one of the best culture brands in the world.

‘Please wake me at 5:00AM.’ He left it where he knew she would find it.

The next morning, the man woke up, only to discover it was 9:00 AM and he had missed his flight Furious, he was about to go and see why his wife hadn’t wakened him, when he noticed a piece of paper by the bed.

The paper said, ‘It is 5:00AM. Wake up.’

Men are not equipped for these kinds of contests.

It’s interesting that you should mention S&S selling bikes with KN-Series engines. We did sell a limited number of bikes with the KN93 engine in them back in 2009.

It was a limited edition collector bike called the
K-Bobb. They were built to promote the engines, and only 20 of them were sold. Now we just sell the engines.

I gather you are interested in a KN-Kone engine. Unfortunately, the KN-Kone will be discontinued at the end of this year (2014) due to low
sales. As Kool as the KN-Kone is, we Kan’t see to Konvice many Kustomers to Kome up with the Kash to aKwire one. It you want one, get it now! The regular KN93 and KN74 engines will still be available.

A LESSON IN RATTLESNAKE LOGIC–As long as we insist on maintaining the “moral high ground” we will NEVER win the war on terrorism. We’re in a conflict in which we absolutely insist on playing by the rules against a maniacal group who have no rules.

After the Boston bombing the news media has spent days and weeks trying to determine why these men did what they did. They want to know what America did to make these brothers so angry with us. They want to know why these men were not arrested before they did something so terrible. The media is in a tizzy about this new era of homegrown radicals, and about why they could live among us and still hate us.

A friend of mine from Texas explained it all to me: “Here in west Texas I have rattlesnakes on my place, living among us. I have killed a rattlesnake on the front porch. I have killed a rattlesnake on the back porch. I have killed rattlesnakes in the barn, in the shop and on the driveway. In fact, I kill every rattlesnake I encounter.

I kill rattlesnakes because I know a rattlesnake will bite me and inject me with poison. I don’t stop to wonder why a rattlesnake will bite me; I know it will bite me because it’s a rattlesnake and that’s what rattlesnakes do.

I don’t try to reason with a rattlesnake…I just kill it.
I don’t try to get to know the rattlesnake better so I can find a way to live with the rattlesnakes and convince them not to bite me. I just kill them.
I don’t quiz a rattlesnake to see it I can find out where the other snakes are, because (a) it won’t tell me, and (b) I already know they live on my place. So, I just kill the rattlesnake and move on to the next one.

I don’t look for ways I might be able to change the rattlesnake to a non-poisonous rat snake…I just kill it. Oh, and on occasion, I accidentally kill a rat snake because I thought it was a rattlesnake at the time.

Also, I know, for every rattlesnake I kill, two more are lurking out there in the brush. In my lifetime I will never be able to rid my place of rattlesnakes.

Do I fear them? No!

Do I respect what they can do to me? Yes!
And because of that respect I give them the fair justice they deserve…. I kill them…”

Maybe as a country we should start giving more thought to the fact that these jihadists’ are just like rattlesnakes, and act accordingly!

I love this country; it’s the damned government I’m afraid of!

THOUSANDS OF FEDERAL WORKERS ON EXTENDED PAID LEAVE-

Tens of thousands of federal workers are being kept on paid leave for at least a month — and often for longer stretches that can reach a year or more — while they wait to be punished for misbehavior or cleared and allowed to return to work, government records show.

During a three-year period that ended last fall, more than 57,000 employees were sent home for a month or longer. The tab for these workers exceeded $775 million in salary alone.

The extensive use of so-called administrative leave continues despite government personnel rules that limit paid leave for employees facing discipline to “rare circumstances” in which the employee is considered a threat. The long-standing rules were written in an effort to curb waste and deal quickly with workers accused of misconduct.

And the comptroller general, the top federal official responsible for auditing government finances and practices, has repeatedly ruled that federal workers should not be sidelined for long periods for any reason.

But a forthcoming report by the Government Accountability Office found that 53,000 civilian employees were kept home for one to three months during the three fiscal years that ended in September 2013. About 4,000 more were kept off the job for three months to a year and several hundred for one to three years. The study represents the first time auditors have calculated the scope and cost of administrative leave.

They found that supervisors used wide discretion in putting employees on leave, including for alleged violations of government rules and laws, whistleblowing, doubts about trustworthiness, and disputes with colleagues or bosses. Some employees remain on paid leave while they challenge demotions and other punishments.

While the employees stayed home, they not only collected paychecks but accrued pension earnings, vacation and sick days, and moved up the federal pay scale.

“Six months went by and we didn’t hear anything,” said Scott Balovich, who was put on administrative leave from his computer job at the National Oceanic and Atmospheric Administration in Alaska. “You’re so anxious. You don’t know if you’ve got a job. You’re getting paid, but it’s no vacation.”

Balovich was kept out of work while investigators examined how pornographic images had gotten onto his computer hard drive. He ultimately was cleared of any personal involvement and returned to his job last week. His attorney, Debra D’Agostino, a founder of the Federal Practice Group, said he “got stuck in the inertia of bureaucracy.”

The GAO report almost certainly understates the extent and cost of administrative leave because the figures examined by the auditors were incomplete. Not all government agencies keep track of the practice, and those reviewed account for only about three-fifths of the federal workforce.

The Office of Personnel Management rule book lists dozens of reasons for allowing paid leave, such as donating an organ, house-hunting before a job transfer, and attending the funeral of a relative in the military. Snow days also are permitted.

But these require only a few hours or days — not the months and years that GAO discovered are common at more than 100 federal agencies including the Defense and Treasury departments.

“It’s not authorized by any law,” said Sen. Charles E. Grassley (R-Iowa), referring to the cases that drag on. “Bureaucrats are abusing it.”

Grassley requested the GAO report, along with Sen. Tom Coburn (R-Okla.) and Rep. Darrell Issa (R-Calif.), who chairs the House Committee on Oversight and Government Reform. Grassley is working with Sen. Jon Tester (D-Mont.) on legislation that would narrowly define the circumstances in which employees can be kept home. Pay would be limited to a few days, congressional aides said.

OPM regulations, which govern personnel practices across the government, say an employee faced with a proposed disciplinary action “will remain in a duty status” except in “rare circumstances” when he or she poses a threat to himself or others, is at risk of stealing government property or jeopardizes “legitimate government interests.” That rule, which dates to 1980, was adopted on the heels of the last major shake-up of the federal civil service as part of an initiative to curb waste and fraud and make agencies more accountable to taxpayers.

Even earlier than that, the comptroller general began to make clear that extended paid leave was not appropriate. As long ago as 1958, for instance, the comptroller general said that an employee under investigation for wrongdoing “may be relieved from duty and continued in a pay status for 24 hours or so.” That was the first of a dozen such rulings issued by the comptroller general since then.

At many private companies, paid leave is rarely used, if at all, and lasts a few days at most, personnel experts said. An employee accused of wrongdoing either stays at the office and is reassigned, or is suspended without pay.

“The private sector is focused on operating efficiently,” said Kathy Albarado, chief executive of Helios HR, a consulting firm based in Northern Virginia. Many of Helios’s clients are government contractors that cannot bill the government for salaries if employees are on paid leave. “So they’re motivated to ensure they’re resolving any dispute quickly,” Albarado said.

Shortly before Balovich went back to work at NOAA, the agency official in charge of his case apologized for keeping him at home so long. “I agree that the process has been way, way too lengthy,” Jim Balsiger, the regional administrator for NOAA fisheries in Alaska, wrote to him, saying the case had to be processed through various government offices.

Balsiger’s deputy, Doug Mecam, said in an interview, “We weren’t in control of the timeline. People and players above us were in control.”

A NOAA spokesman, citing privacy laws, declined to comment on the specifics of Balovich’s case.

In another case, a former acting inspector general at the Department of Homeland Security was put on paid administrative leave in April while he was investigated for allegedly misusing his office and soft-pedaling reports about misbehavior by Secret Service agents. Before he was put on leave, Charles Edwards resigned his post as acting inspector general and transferred to a different job in the department.

DHS spokeswoman Marsha Catron confirmed that Edwards remains on leave but declined to say how long it will last. Edwards did not respond to a telephone message left at his home seeking comment.

“Unless you think somebody is going to get a gun and shoot people, then send them to work,” said Jeffrey Neal, a longtime federal personnel manager who retired in 2011 as the DHS’s human capital chief. “If they’re sitting there, you’re going to be reminded, ‘We have to do something about Betty Lou.’ ”

There is no law addressing administrative leave. Brenda Roberts, OPM’s deputy associate director for pay and leave, said agencies have used their own discretion in putting workers on paid leave.

OPM has at times given guidance to managers across government on how it should be used, she said, adding, “We’ve always stated it’s for brief periods of time.”

Spokesmen for several agencies, asked why they put hundreds or thousands of employees on paid leave for long periods, said they rely on OPM for guidance.

“Administrative leave is generally limited to special situations involving brief absences,” Defense Department spokesman Nathan Christensen said in a statement. It “may, in limited circumstances, be granted on an extended basis for situations such as security clearance reviews, or other due process situations where such leave is deemed to be in the interest of the Department.”

During the three-year period reviewed, the GAO report shows, the Defense Department put about 8,600 employees on leave for one to three months, nearly 900 for three months to a year and 123 for more than a year.

In a move rare for federal agencies, the Justice Department has taken steps to rein in the use of administrative leave, limiting it to 10 workdays unless the assistant attorney general for administration approves a longer period.

“It became very clear to us that managers were putting people on administrative leave because it was the easiest thing to do,” said Robert Diegelman, the Justice Department official at the time who wrote the policy in 2002. “Too often it went on forever.”

That’s how it seemed for a wildlife biologist at the U.S. Fish and Wildlife Service who was sent home for six months after she disagreed repeatedly with an environmental decision by the agency and argued with her supervisors. Agency lawyers said her behavior was disruptive, according to her attorney, Debra Roth.

The biologist, claiming she was a whistleblower, took her case to the Office of Special Counsel, which began investigating whether she had suffered from retaliation. The biologist said a separate internal investigation cleared her and she is now back at work.

Roth, who is general counsel for the Senior Executives Association, which represents 7,000 government executives, said OPM is partly responsible for the abuses of administrative leave.

“OPM has turned a blind eye to this, and its shameful,” she said. “There’s no sense of urgency.”

HUGH KING THE CHOPPER KING FROM THE DISCOVERY CHANNEL TO SELL HIS CHOP
It’s time for me to sell the X BIKE. This is the one- off monster given to me in 2004 by Arlen Ness and team at the end of the tenth Biker Build Off series. Ten builders… Arlen, Cory, Matt Hotch, Chica, Kendall Johnson, Eddie Trotta, Hank Young, Russell Mitchell, Joe Martin and Mitch Bergeron (and Danny Gray) fabricated a bike in ten days then presented it to me on camera.

My jaw hit the floor, then I declared to the world that I would never sell this fabulous 151-hp work of art and, in fact, when I died, I would be lowered into the grave astride it. However economic reality and my ole lady have made a liar of me, and beside that I plan to be cremated.

But it’s going to be painful for me to sell my darling monster. For it features, among many unique and cool details, a billet aluminum downtube into which is carved the Roman numeral X and the Discovery Channel earth logo. And the builders signed the tank and oil bag and their names are carved into the wheel hubs. Am attaching some photos.

You might see this cool monster at the Love Ride Bike Show on Saturday or at the Progressive show in Long Beach, the middle of November.

Deciding at the last minute at the polling place is never a great idea. Do a little research about all of your candidates, from federal to local-every race, and every vote matter. Sometimes the smallest race can impact your life the greatest.

A lot is in the balance this election, no matter which political party you are pulling for. The Motorcycle Riders Foundation is and always will be a bipartisan organization. We do not advocate for the election or defeat of any political party. We do advocate for the election or defeat of individual members of congress that stand in the way of motorcyclists’ rights and freedoms, which the MRF has been doing for 30 years.

Plan your day to vote now. Find out if you can vote early, as that is generally the best way to avoid long lines at the polling place, or make the time in your day to vote on November 4th. Being an American comes with privilege, and voting is perhaps the greatest of all. Do not squander your chance to be a game changer.

BIKERNET HEALTH ALERT—I recently had a tooth pulled and the doctor prescribed Amoxicillin, and antibiotic to avoid infection. Two days into the drug I started to have reactions to it. I just didn’t know it.

This week, I read in the Week magazine: The most deadly allergic reactions are not bee stings and or nuts, but medications, especially antibiotics and radio contrast agents used for imaging scans, 2,458 cases of fatal anaphylaxis in the U.S. from 1999 to 2010. Almost 60 percent were reactions to medications. Watch out!

AND SO IT GOES—Let’s see what we have in store for you. I’m working on another BDL tech on their new lock-up clutch plate. I’m also in the middle of a shop report for Cycle Source, McQuistons Custom Cycles.

I’m working with Dar from Brass Balls on a feature around his Navy dedicated bike. He has built and restored many scooters for returning Vets.

I’m also working on a news feature for Cycle Source Magazine, and a Led Sled Bike Feature for the HORSE magazine.

Very soon we will start a series of tech features on a new 2014 Indian as we modify the fenders and handlebars, install Aeromach goodies, and work with S&S on performance.

We may see a feature on the Crow’s Customs Analog Run from this past weekend, by the Sheriff who is on his way back to Sweden.

Plus, we are attempting to work with Sailor Jerry Rum again and the side of our building mural. I could use some Rum right now.
