CONSUMER PRODUCT SAFETY IMPROVEMENT ATTACK– The Consumer Product safety Improvement Act (HR 4040) has far reaching consequences. Obviously motorcyclists are most concerned about how its directly affecting them today with the restriction of sales on youth cycles, but it’s much more far reaching than that. It applies to ALL products intended for kids 12 and under, regardless of how they’re used and whether there is actually any risk of lead poisoning.

First and foremost CPSIA is based on the false premise that our regulations were too lax. That’s why dangerous imported toys made it into the country. This is patently false. Under CPSIA, the new limits for lead are 600PPM. China, the source of the problem, has a limit of 60PPM. Our limit is 10X higher than theirs. China just didn’t enforce it. And we didn’t enforce it either.

CPSIA now requires every manufacturer to produce documentation proving they’re complying with the new lead limits. This includes millions of businesses that have never had any problem with lead. Ever. What is does NOT do is provide additional inspectors to try and catch people that were falsifying their documents under the old rules. What’s the end result? Instead of having 100 inspectors looking through a thousand documents each, looking for the one false one, they now each have to look through a MILLION documents. It makes the odds of catching violators go down. It makes kids LESS safe.

Common sense also seems to have been totally thrown out the window when they decided what products this applied to. Lead really has to be ingested or inhaled to be absorbed by the body. Simply touching it won’t hurt you. Toddler and infants can transfer lead by touching something then licking or sucking on their hands, but this is still only transfer a tiny amount. If your 12 year old is working on his bike, the last thing he’s going to do is put his hand IN his mouth! And he’s certainly not going to lick the gas tank!

This is in no way to make light of lead poisoning. It can be quite serious but the odds of getting it sharply fall off as children age. There are much more serious threats out there. All told there’s around 40,000 cases of lead poisoning in children in the US each year. The majority of these are very mild cases. Less than twenty people a year (including adults) are killed by lead poisoning. That’s less than are killed by rattlesnakes. Around 40,000 people die each year from motor vehicle accidents and 4 million are injured. The odds of a kid being injured operating his dirtbike unsafely are way, way, way higher than him getting lead poisoning from it. Yet this law takes it away from him based on the extremely remote chance he might lick the engine AND get lead poisoning from it.

This also applies to safety gear. When kids are learning to ride or engaged in dirtbike racing, they should have some safety gear. Now all that safety gear also has to be tested in case it has lead in it. This will increase the cost all gear from gloves, to pads, to helmets. Many manufacturers may just drop out of the market entirely so you may not be able to find safety gear in the right size at all. Making safety gear like helmets more expensive or just plain unavailable due to the extremely remote threat of lead poisoning benefits no one and actually makes kids less safe.

This law should be repealed and the Consumer Product Safety Administration should get back to enforcing laws that actually keep both children AND adults safe.

I am going to trailer my bike to his house and trailer that bike back. I had an accident on it a few weekends ago but we fixed it in 15-20 minutes so now I get to take my time and learn to take the bike,.

House rejects bill that would have closed 2 million acres to OHV– The House of Representatives rejected an omnibus public lands bill that would have banned motorized vehicles from more than 2 million acres of public land, according to a press release from the American Motorcyclist Association (AMA).

However, Ed Moreland, AMA vice president for government relations, says the bill, or one similar to it, could re-emerge in another form soon.

The bill failed to get the required two-thirds vote for approval. The bill was a part of a package of more than 160 bills put together to form a single bill of more than 1,300 pages long. The AMA says the bill was fast-tracked through the Senate and then positioned for a final House vote without the consideration of House members on more than 70 bills in the package.

?AMA members played a significant role in the defeat of this bill,? Moreland said in the release. ?We asked all AMA members, off-highway motorcyclists, ATV riders and everyone who supports responsible outdoor recreation to immediately contact their congressional representative and ask them to reject the bill. And people responded, flooding their lawmakers with requests to vote ?no.??

BANDIT’S KENNEDY BIKE STILL IN THE NEWS– I was wondering if I could pick your brain about a bike you built when you were with Easyriders magazine, I would say late ’80s early ’90s. It was a orange rigid, quite the back bone stretch, I believe a Kennedy frame, Springer front end and a Karata vertex mag. I thought it was the coolest fukkin bike of the time.

Now, I also think it had a single control for the brakes, dual disc front and single rear, controlled via an adjustable proportioning valve. If I am right, this is the “pick your brain” part. How much time did you spend on figuring out the proper sizing of the master cylinder to have the volume to actuate the brakes? How did you achieve this, did you take the areas of the pistons and do the math from there? Did you use any sort of residual valves?

I am building a small stroker shovel joint jumper right now, and thought that would be one way to really clean up the handle bars, no clutch lever, no exposed throttle and NO brake master!

Any info would be of great help, and just a note, I already have a Wilwood adjustable prop valve. Wilwood themselves will not afford me any answers, simply because of what they say are “liability” issues. No sweat, I understand they have to cover their asses.

You?re right. That does clean up the bars. You can stash a proportioning valve under the trans and adjust it to be 60 percent front and 40 rear. Or, what we actually did was cooler. We made the foot pedal depress two plungers into two master cylinders. Then we adjust the front one to hit first. Let me know if you need anything else.–Bandit

BIKERNET ENTERTAINMENT EDITOR PULLED OVER IN MICHIGAN– A Michigan State trooper pulled a car over on US 23 about 2 miles north of the Michigan/Indiana State line. When the trooper asked the driver why he was speeding, the driver said he was a Magician and Juggler and was on his way to Ft. Wayne , IN to do a show at the Shrine Circus. He didn’t want to be late.

The trooper told the driver he was fascinated by juggling and said if the driver would do a little juggling for him then he wouldn’t give him a ticket. He told the trooper he had sent his equipment ahead and didn’t have anything to juggle. The trooper said he had some flares in the trunk and asked if he could juggle them. The juggler said he could, so the trooper got 5 flares, lit them and handed them to him.

While the man was juggling, a car pulled in behind the patrol car. A drunken good old boy from Michigan got out, watched the performance, then went over to the patrol car, opened the rear door and got in. The trooper observed him and went over to the patrol car, opened the door asking the drunk what he thought he was doing.

The drunk replied, ‘You might as well take my ass to jail, cause there ain’t no way I can pass that test.’

BIKERNET SPECIAL H-D TOOL MYSTERY– I have acquired many tools over the years, but have no idea what is the use of this tool or fixture. I got it along with many other machine shop items from an old Harley dealer that had closed.

Any help would be greatly appreciated. The underneath of the rectangular portion is machine ground for perfect level, and the hole and the shouldered sleeve are also machine ground for no play, and perpendicular to ground surface on the rectangular part.

Stamped on one surface are the following numbers. 33000-42 (looks like a H-D number, but I can’t find a listing) T2-4148

I know I should get this done in the next few days but I promised my little boy a trip starting tomorrow (Sunday Mar 15) while he is on Spring Break and I cannot go against my word. I will expedite it as soon as I get back.

BIKERNET SUMMER MEDICAL CENTER RECOMMENDATIONS- 6 Ways to Treat Poison Ivy– If you enjoy camping out in the spring and summer, you should be aware of poison ivy. Along with poison oak and sumac, this non-flowering plant can cause severe allergic reactions, resulting in an intensely itchy, red rash with bumps or blisters. Once you make contact with poison ivy, try the following to minimize symptoms:

Avoid touching other parts of your body. This is especially important immediately after exposure, since the irritating oils can be transferred to other areas.

Rinse affected areas with plenty of cold water immediately after exposure to flush out oils, or wash with rubbing alcohol.

Use an over-the-counter product known as Tecnu lotion, which works well to remove oils up to 24 hours after contact.

If the itching has begun to develop, run hot water – as hot as you can stand – on the affected areas. The itching will briefly become intense, but then will stop for several hours, as the nerves that convey the sensory information to the brain become overloaded and quit. Repeat the hot water treatment as necessary.

Relieve itching with calamine lotion and aloe vera gel.

Try witch hazel (Hamamelis virginiana) to treat poison ivy blisters. Available in liquid distillation, it can be found at any drug store and can be safely used by both adults and children.

Keep in mind that serious cases of poison ivy require medical supervision and prescription treatment – contact your physician if you run a fever of 101 degrees or higher, if blisters ooze pus, or if the rash is widespread or near sensitive areas such as eyes, mouth or genitals.

FLORIDA KILL-A-BIKER GO TO JAIL BILL MAKES PROGRESS– Florida motorcyclists interested in the progress of HB-1161 should note the bill received a favorable recommendation by a 17-2 vote in the House Roads, Bridges & Ports Policy Committee on March 11.

House Bill 1161, sponsored by Representative Greg Evers (R-Baker), would provide criminal penalties for anyone who commits a moving violation that causes serious bodily injury to, or causes or contributes to the death of, a person operating or riding in a motor vehicle or operating or riding on a motorcycle.

The bill awaits action in the House Public Safety & Domestic Security Policy Committee, the Economic Development & Community Affairs Policy Council, and the Full Appropriations Council on General Government & Health Care.

California Senator Wants to Smog Test Cycles– A California state senator has introduced legislation that would require motorcycles to participate in the state’s vehicle “smog check” program.

Sen. Fran Pavely (D) is the main sponsor of the bill (SB 435) which would require all motorcycles beginning with model year 2000 to be tested starting in 2012.

The smog check program was designed to service cars. Because of that, motorcycles were to be exempt “until the Department of Consumer Affairs implements test procedures applicable to motorcycles,” according to standing state California state law. Under the new legislation, the department is to prescribe test procedures for motorcycles by July 1, 2011.

Pavley represents Senate Dist. 23 – including portions of Los Angeles and Ventura Counties – in the California Legislature. She was elected to the Senate in Nov. 2008 and was immediately appointed to chair the Senate Natural Resources and Water Committee.

Prior to her election to the Senate, Pavley served three terms in the California State Assembly, where she championed AB 1493 (Clean Car Regulations), now known as the “Pavley” law. It is projected to receive a federal EPA waiver early in 2009, clearing the way for implementation of the most stringent truck and automobile fuel efficiency and emission standards in the nation.

A former public middle school teacher, Pavley was also the first mayor of Agoura Hills. She served as a mayor and councilmember for four terms.
