THE FATHER’S DAY BIKERNET WEEKLY NEWS for June 15, 2017

HEY,

It’s Fathers Day this weekend, another goddamn holiday, when I would rather be in the shop working on my Sturgis Panhead. Builders all over the southland and around the country are scrambling to finish bikes for the Smoke Out, Born Free or another rockin’ show in their area.

Sure, I want to honor my father who passed away at 86. He was a WWII vet, a Seabee, and a Korean War vet. He spent 11 years in the Navy as a machinist and became a chief. He was boot tough and rattlesnake mean. He never backed down to anyone and offered to fight to the death if fucked with.

He wouldn’t give up, ever, except when it came to alcohol. For over 40 years he worked in the oil fields and walked away without a pension. Our neighbors were terrified of him, although learned to love him as he aged.

In today’s society, unless you are Muslim, fathers get the wrong end of the stick. Fathers were once the breadwinners, the guys who made the household happen. Much has changed and not always for the better. Now, in many cases mom is the breadwinner and who suffers, the kids. They don’t have a mom, and dad got pissed off and hit the road. So, they don’t have a mom or a dad. Oh, bitchin! Oh, never mind.

I’m fortunate, in many respects. My folks hung together until the end. So, here’s to Father’s Day and all the Fathers who hung out.

MRF ALERT–
Call for John “Farmer” Eggers Award Nominations

Acting on a suggestion made in 1993, the Motorcycle Riders Foundation (MRF) Board of Directors created the John “Farmer” Eggers Award. This award, one of the MRF’s most prized recognitions, is given in the memory of the late motorcyclists’ rights activist John “Farmer” Eggers. It is presented during the Annual MRF Meeting of the Minds Conference.

The John “Farmer” Eggers Award is given to an individual who works behind the scenes on behalf of the Motorcycle Riders Foundation in the manner that “Farmer” did, and who has shown extraordinary dedication to the MRF. The only people who are not eligible for this award are current and past MRF Board members since “Farmer” never served on the MRF Board of Directors. This does not exclude MRF State Reps, MRF Assistant State Reps, leaders of state motorcyclists’ rights organizations, or deserving individuals.

Past recipients of the John “Farmer” Eggers Award are: Marc Falsetti of Indiana (1994), Ms. Lee Ryan of Ohio (1995), Sherman Packard of New Hampshire (1996), Tom Greenbank of Maryland (1997), “Maggot” Mike Williams of Colorado (1998), Ed Youngblood of the American Motorcyclist Association (1999), Joe “Puddy” Lloyd of Missouri (2000), Steve Rector of Iowa (2001), Craig Ashbaugh of Illinois (2002), Still Ray Fitzgerald of Arizona (2003), Buzz Ude of Ohio (2004), Bob LeTourneau of New Hampshire (2005), Boyd McFail of Alaska (2006), John Bolin of Washington (2007), Deb Craig of Colorado (2008), Michael “Fiz” Przybylo of Michigan (2009), “Chopper” Charlie Gilmore of Iowa (2010), Denny Lange of Illinois (2011), Bruce Downs of Colorado (2012), Ric “Doc” Jones of Illinois (2013), Marlene Bautch of Wisconsin (2014), Dick “Slider” Gilmore of Iowa (2015), and Helen Wesson of Arkansas (2016).

Nominations must be submitted in writing via e-mail to MRF President Kirk Willard for Farmer Award Committee consideration at kirk@mrf.org no later than July 31, 2017.

LOVE JUGS COOLS OIL—
It’s proven by the Amsoil team.

THE DEBATE ABOUT LOVE JUGS OIL COOLING PROWESS IS OVER!!!

LOVE JUGS CLAIM TO BE THE MOST EFFICIENT AND POWERFUL V-TWIN ENGINE AND OIL COOLER IS NOW VERIFIED BY AN UNIMPEACHABLE LAB TEST.

OIL TEMPS AT IDLE AND IN SLOW RIDING CONDITIONS ARE 53.2 DEGREES COOLER WITH LOVE JUGS ON THAN WITH LOVE JUGS OFF

ENGINE HEAD COOLING EXCEEDED LOVE JUGS CLAIMS BY OVER 40%. CONCLUSION, A COOLER ENGINE MEANS COOLER OIL TEMPS

Love Jugs announces the results of an independent test conducted by AMSOIL to determine the oil cooling power of Love Jugs, if any. The bottom line result determined that Love Jugs keeps the oil cooler than any cooling device of any kind – hands down and bar none. Here is the result of their test made at idle, when the V-Twin most needs the air cooling.

NOTE:
that in slow riding conditions and idle, non air cooling devices contribute little if anything to the cooling process of the engine or the oil. Also

NOTE:
that devices made to cool the oil do just that – they cool hot oil while with Love Jugs the oil never does get hot.

NOTE:
that incidental to the oil test our 100 degree cooler engine claim was verified and exceeded as the front cylinder head was 132 degrees cooler while the rear cylinder clocked in at 145 degrees cooler.

AWSOME, BLOCKBUSTER, STAGGERING
results that mean a more comfortable ride for you and a longer life for your engine.

Here is the actual chart and synopsis.

AMA clears blender pump confusion–

With the summer riding season in full-swing, the American Motorcyclist Association wants you to be informed when it comes to selecting safe fuel for your motorcycle.

E15 – which is 15 percent ethanol by volume and is not safe for motorcycle and all-terrain vehicle engines — and fuels with higher ethanol content must adhere to federal labeling rules. Pump labeling is important, because it is illegal to operate motorcycles and ATVs on fuel containing more than 10 percent ethanol by volume (E10). Using higher ethanol blends in motorcycles or ATVs may cause fuel system or engine damage and could void the manufacturer’s warranty.

The rules governing fuel labels are:

E10: No federal label is required.

E15: Blender pumps must use the U.S. Environmental Protection Agency approved label for fuel containing more than 10 percent and up to15 percent ethanol by volume.

E16-E50: Fuel containing between 16 percent and 50 percent ethanol by volume fall under one of two options from the Federal Trade Commission: 1) Retailers may label dispensers indicating the exact percentage of ethanol contained in the blend, or; 2) The percentage indicated on the label may be rounded to the nearest multiple of 10.

E51-E83 (Ethanol Flex Fuels): For fuel blends containing 51 percent to 83 percent ethanol by volume, the FTC offers three options: 1) Dispenser labels must disclose exact ethanol content; 2) The ethanol content may be rounded to the nearest multiple of 10; or 3) the ethanol content must be expressed as a range of 51 percent to 83 percent.

Here are photos of improper labeling or no labeling.

From a fuel retailer in Minnesota:

In this example, the retailer conflates the EPA-approved E15 label with the FTC-approved label. There is only one approved label for E15. This label incorrectly refers to E15 as a “Flex Fuel.” This label circumvents the Reid Vapor Pressure restrictions that prohibit the sale of E15 fuel in certain parts of the country during the summer months.

This blender pump in Ohio has none of the required labeling. It should have the EPA-approved E15 label and the FTC-approved label for the flex fuel. In fact, the retailer renames E15 as “Unleaded15” and uses a blue color.

The AMA wants to thank our members for sending these photos! If you see anything other than the federally-approved labels for ethanol-blended fuels, please take a photo and note the address of the retailer. Then forward the photo and information to the AMA at grassroots@ama-cycle.org.

Now more than ever, it is crucial that you and your riding friends become members of the AMA to help protect our riding freedoms. More members mean more clout against the opponents of motorcycling. That support will help fight for your rights – on the road, trail and racetrack and in the halls of government. If you are a motorcycle rider, join the AMA at www.americanmotorcyclist.com/membership/join.

REALITY CHECK–
I Just Realized Something:

My dog sleeps about 20 hours a day. He has his food prepared for him. His meals are provided at no cost to him. He visits the Dr. once a year for his checkup and again during the year if any medical needs arise.

For this he pays nothing, and nothing is required of him. He lives in a nice neighborhood in a house that is much larger than he needs, but he is not required to do any upkeep. If he makes a mess, someone else cleans it up. He has his choice of luxurious places to sleep. He receives these accommodations absolutely free. He is living like a king and has absolutely no expenses whatsoever.

All of his costs are picked up by others who earn a living. I was just thinking about all this, and suddenly it hit me like a ton of bricks ~ MY dog must be a CONGRESSMAN!!!

With few exceptions, I’ve always thought it arrogant and narcissistic for humans to think that they wield ultimate control over the fate of the planet. Nothing could be farther from the truth.

Homo sapiens is a mere 300,000 years old at most, while earlier homineds go back perhaps three million years. That’s not even a blink of the eye in space-time.

THE BIKERNET BAD JOKE LIBRARY IS WIDE OPEN FOR DADS–

The pastor asked if anyone in the congregation would like to express praise for answered prayers. Suzie Smith stood and walked to the podium.

She said, “I have a praise. Two months ago, my husband, Tom, had a terrible bicycle wreck and his scrotum was completely crushed. The pain was excruciating and the doctors didn’t know if they could help him.”

You could hear a muffled gasp from the men in the congregation as they imagine the pain that poor Tom must have experienced.

“Tom was unable to hold me or the children,” she went on, and every move caused him terrible pain. We prayed as the doctors performed a delicate operation, and it turned out they were able to piece together the crushed remnants of Tom’s scrotum, and wrap wire around it to hold it in place.”

Again, the men in the congregation cringed and squirmed uncomfortably as they imagined the horrible surgery performed on Tom.

“Now,” she announced in a quivering voice, “thank the Lord, Tom is out of the hospital and the doctors say that with time, his scrotum should recover completely.”

All the men sighed with unified relief. The pastor rose and tentatively asked if anyone else had something to say. A man stood up and walked slowly to the podium. He said, “I’m Tom Smith.” The entire congregation held its breath. “I just want to tell my wife the word is sternum.”

A young Arab boy asks his father “What is that strange head piece you are wearing?”

The father said: “Why, my son, it is a ‘chechia,.’ In the desert it protects our heads from the intense heat of the sun.”

“And what is this clothing you are wearing?” asked the boy. “This long flowing robe seems so…”

“Oh, my son!” exclaimed the father “It is very simple. This is a ‘djbellah.’ As I have told you, in the desert it is not only very hot, but the sand is always blowing. My djbellah protects the entire body,”

The son then asked: “But Father, what about those ugly shoes you have on your feet?”

“These are ‘babouches’ my son,” the father replied. You must understand that although the desert sands are very beautiful, they are also extremely hot. These babouches’ keep us from burning our feet.”

“So tell me then,” added the boy.

“Yes, my son…”

“Why are you living in Dearborn Michigan and still wearing all this shit?

The new ignition wires from Twin Power.

“These new Twin Power Ignition Wires won’t cure cancer, but they will deliver good, reliable spark at a fair price,” says James Simonelli, Brand Manager for Twin Power. “Plus, V-Twin motorcycles are the heart and soul of America’s motorcycle industry. There’s no better way of showing the pride you put into your motorcycle than by using American made parts!”

The ignition leads are 8.65 mm. thick with 500 OHMs/Ft. of resistance. The Kevlar core has been reinforced with fiberglass strands for additional strength, then covered with a layer of EPDM and a layer of braided tape for flexibility. Mag wire ensures conductivity and eliminates RFI (radio frequency interference) and noise with an outer jacket of high-quality silicone that also provides heat resistance and extends the longevity of the wire set.

The ignition wires feature a silicone distributor and spark plug boots that are used to help dissipate the heat. The terminals are stainless steel which reduces potential corrosion. Each ignition lead is built with SAE J2031 class E rated cable for heat protection of 450º F. Each set includes a packet of dielectric grease to prevent arcing, keep moisture out and prevent corrosion. Also included are two miniature cable ties.

The new Ignition Wires (P/N 110112 to 110119) are available exclusively from Twin Power and retail for $20.95. BIKERNET UNIVERSITY ENGLISH DEPARTMENT WORD OF THE DAY—

Humblebrag: [huhm-buh l-brag]

noun
1.
a statement intended as a boast or brag but disguised by a humble apology, complaint, etc.

verb
1. to make such a disguised boast or brag: He’s humblebragging about how tired he is from his world travels.

QUOTES

The humblebrag—e.g. I’m exhausted from Memorial Day weekend; it’s soooo hard to get out of Nantucket—sits at the center of these competing needs. It is a boast in sheepish clothing, kvelling dressed in kvetch. And, like nearly all forms of multi-tasking, the drive to satisfy two goals at once typically results in double-failure.

— Derek Thompson, “How to Brag,” The Atlantic, May 26, 2015

ORIGIN
Humblebrag was first recorded between 2005 and 2010. It’s a portmanteau combining the terms humble and brag.

NEW FROM IRON AND RESIN—the Mateos Pullover.

If you haven’t noticed, we like versatility. We also really like doing the things we love, in the gear we love. Which means everything we make has to transition, seamlessly.
From moto to surf, outdoor to indoor, day to night, desk to bar, the Mateos Popover is a shirt that plays well in any setting.

A convergence of class and ruggedness that hits that sweet spot between dressed up and laid back. It’s like a hybrid between your Polo Shirt from 5th grade and your favorite dress shirt, but way more bitchin.

VA TO IMPLEMENT NEW MEDICAL RECORD SYSTEM–
The secretary of the Department of Veterans Affairs says veterans shouldn’t have to wait for a better medical record system, so he’s citing a public interest exception to federal contracting rules and tapping a private company — without competitive bidding — to build a new system.

Secretary David Shulkin said Monday the department will use Cerner Corp., the same company modernizing medical record keeping for the Department of Defense.

House passes Rubio-sponsored VA accountability bill
BARTHOLOMEW D. SULLIVAN
USA TODAY
WASHINGTON – A veterans affairs accountability bill described as “desperately needed” landmark legislation that makes it easier to fire employees for misconduct and encourages whistleblowers to call attention to wrongdoing passed the House on a lopsided vote Tuesday evening.

The vote was 368 to 55. The same measure, sponsored by Florida Republican Sen. Marco Rubio, passed the Senate last week on a voice vote and is now headed to the White House for signing into law by President Donald Trump.

“The secretary of the VA will be able to get rid of people that aren’t doing a good job without unnecessary delays,” Rubio said Tuesday before the House vote. “The vast majority of VA employees are very good but there are instances of ones that are not doing well and those instances have a demoralizing impact on the broader organization.”

The Veterans Affairs Accountability and Whistleblower Protection Act makes it easier and quicker to discipline an employee for wrongdoing or illegality while assuring civil service grievance procedural safeguards, speakers in Tuesday’s floor debate said.
In fact, the House Veterans Affairs Committee’s ranking Democrat, Rep. Tim Walz of Minnesota, said he was initially concerned the effort was “a right-to-work bill in disguise,” but came to appreciate it ensures fairness. Right-to-work laws encourage employees not to join unions representing coworkers.

Rep. Phil Roe, R-Tenn., the committee’s chairman, said the overwhelming support for the bill made it “a proud day for our nation.”
House Majority Leader Kevin McCarthy, R-Calif., said it was time for the country to keep its promise to veterans and get beyond failures and backlogs while stopping the transfer or even promotion of wrongdoers by a department “steeped in a culture of ambivalence.” “A few bad apples are spoiling the whole barrel,” McCarthy said.

Speakers in the debate found almost nothing to disagree about but were effusive in their praise for, as Rep. Jodey Arrington, R-Texas, put it, “folks who gave their best to our country.”

The bill, which had the support of a variety of veterans service organizations, is less ambitious than some of its supporters’
praises warrant, according to an analysis by the Congressional Budget Office, whose non-partisan review suggests it will have a minimal impact.

While the CBO says the time spent on appeals of adverse employment actions taken by management — such as dismissals, demotions and suspensions a — will be shortened, only about 45 such actions involving misconduct or incompetence by a medical professional typically occur in any given year. The Department of Veterans Affairs has 324,639 employees.

TC ROAD GEAR–
Eclectic Ladies Chaps

I love the opportunity to talk with people who are successful motorcycle clothing entrepreneurs. It’s enlightening to see the focus, the drive, the vision, and the purpose as to why they start a company to produce a product that motorcyclists love, enjoy, and want to wear everytime they are out on the bike!

Well, I had the delightful opportunity to speak with two incredible businessmen that have the unique vision and purpose that I just adore!

Konstantin Dolgan and Tommy Gay are visionaries in their respective field of profession. Konstantin started the LA New Product Development Team. It is a cross-functional organization of talented engineers, designers, and entrepreneurs. It actually evolved from a student organization at Louisiana Tech in 2014.

Konstantin added, “Our company is into product development. We help with the marketing and planning for items that our customers come up with. For example, Tommy Gay came to us with his chaps. We helped him get the exposure he needed to launch his items.”

Born To Ride is very pleased to be able to help pass the word about TC Road Gear and the magnificent chaps, TC Chaps, that you can purchase today!

Good luck, Tommy and Konstantin! Thank you for sharing your great story with the readers of Born To Ride magazine!

Both also have decades of experience on a motorcycle.

“In the program’s first year, we saw all of the racers who were mentored through the Race Smart program improve their results and race with confidence up Pikes Peak to the finish,” said Jason Chinnock, CEO of Ducati North America. “For 2017, we saw an opportunity to further enhance the safety of all participants by incorporating moto EMTs for rapid response in the case of a course incident. This is extremely important when the emergency support teams are covering a course of more than 12 miles up a mountain peak.”

Ducati partnered with the PPIHC in 2016 to create the Race Smart Program, utilizing the experience of former champions to ensure all registered motorcycle entrants, whether rookie or veteran, have the highest level of preparation and knowledge prior to race. The heart of the program is a team of seasoned rider coaches, titled the Pikes Peak Squadra Alpina (PPSA).

For 2017, the PPSA returns with rider coach and all-time PPIHC course record holder, Carlin Dunne, joined by Cycle World Road Test Editor, Don Canet. Both riders will be mounted on Ducati Multistrada 1200 motorcycles. Paul and Becca Livingston also return as the Race Smart Program team managers, with experience fielding teams at the PPIHC since 2006, including Team Spider Grips Ducati’s 2012 record-setting runs under 10 minutes.

In addition to the two EMT motorcycles and rider coaches, the PPSA has also been expanded to include four-wheeled team coaches. Fred Veitch, veteran PPIHC racer and member of the Board of Directors for the Hill Climb, as well as the Competition, Driver Selection and Appeals committees, will join the PPSA team. He is joined by Jeff MacPherson, who has 50 years of competition experience, including the PPIHC, CART Indycar series, USAC Indianapolis 500, European Formula 3000 Championship, Formula Atlantic in North America, and the Pacific in New Zealand and Australia Formula Super Vee.

BOOK OF THE WEEK FOR FATHER’S DAY–
Peter “Big Pete” James’s life as a motorcycle club boss was like something out of “Sons of Anarchy.” In THE LAST CHICAGO BOSS: My Life with the Chicago Outlaws Motorcycle Club (Thomas Dunne Books; On-sale: September 19, 2017) Big Pete and Kerrie Droban offer an inside view of this infamous club and its history.

Big Pete always had big ambitions and THE LAST CHICAGO BOSS follows his rise to the head of the Chicago Outlaws. From taking down the Hell’s Angels (the Outlaws main rival) to uniting fractured groups of disaffected Outlaws, Big Pete accomplished a lot during his tenure. Cancer, however, would ultimately bring him down. He became gravely ill and was forced to admit that he could not fight cancer while also leading his club. From the sidelines he watched his club crumble.

Kerrie Droban is an acclaimed and award-winning writer who brings Big Pete’s story fully to life. This is a must-read for anyone who wants a glimpse of the Outlaw life.

NEW AMAZING TRIKE REPORT ON BIKERNET TRIKES–
Terrific article. Too bad no riding shots. I’m curious about no front fenders, no reflectors and taillight hidden from side view. I’m sure the DMV will sort out these issues.

–Renegade
Bikernet Editorial Annalist

Thank you, sir; your kind words are much appreciated.

It does have fenders, just small black ones that won’t keep much dirt and grime off you.

I took a few riding shots, or rather Stacy did, but they didn’t add much. BTW, thanks for leading with the shot of me standing with the Venice. Got a kick out of that.

Because it’s technically a motorcycle, it doesn’t have to stand up to the same DOT scrutiny and safety rules as automobiles—so far. Vanderhall is still small and flying under the feds radar but that could change.

COUNTRY WESTERN NEWS–
The Charlie Daniels Band To Perform This Friday (6/16) As Part of Fox & Friends All-American Summer Concert Series

NASHVILLE, Tenn. – Few musical performers epitomize the American spirit with more passion and fervor than Country Music Hall of Fame member Charlie Daniels. The singer, who has sung of his unabashed patriotism time in and time out during his career, is showcasing his love of the Red, White, and Blue once again in his latest recording that will be available for sale digitally on July 4th via iTunes, Amazon, Google Play among other digital platforms.

Daniels has recorded a stirring version of the Johnny Cash standard “Ragged Old Flag.” Written and recorded by “The Man In Black,” the song hit No. 31 on the Billboard Country Singles chart in 1974. The song still garners airplay during the summer months on Classic Country stations nationwide, particularly around the Fourth of July. Recording this song allowed Charlie to combine two of his biggest passions – his country and his love of Johnny Cash. Charlie is joined on this track by Mark “Oz” Geist, Benghazi Warrior/Survivor and co-author of “13 Hours: The Inside Account of What Really Happened in Benghazi.”

“These lyrics are just as timely today as they were when Johnny originally recorded them over four decades ago,” said the Grand Ole Opry star. “The song demonstrates the passion and the love that we all should have for this country – and the freedoms that we enjoy with it,” he said. “Of course, it is always a joy to record a song written by the great Johnny Cash. He was an American original, and someone that I consider myself humbled and honored to call friend. Good songs, such as his, continue to remain in style.”

Having just turned 80 last fall – just a few weeks after his induction into the Country Music Hall of Fame, Daniels is not slowing down in the slightest. He continues to tour across the country, and will release a new book, Never Look At The Empty Seats on October 24. The book will document his legendary career, as well as several of his many trips abroad in support of the United States Military.

PROCLAMATION

Supporting the Annual Ride to Work Day

Whereas scooters and motorcycles have a less harmful impact on our infrastructure and environment; and
Whereas scooters and motorcycles require only a fraction of space taken by other
vehicles to park, thereby addressing an ongoing parking shortage; and
Whereas the direct and indirect costs of fossil fuels are all continually increasing; and
Whereas our road and infrastructure repairs fail to keep up with wear and degradation; and
Whereas for these reasons, scooters and motorcycles offer a form of daily transportation
to be encouraged; and
Whereas June 19, 2017 has been designated as “Ride To Work Day” to highlight the
positive daily use of scooters and motorcycles; and
Now, therefore, I, _________________, Mayor of the City of __________________
do hereby proclaim June 19, 2017, to be Ride to Work Day and to encourage scooter
and motorcycle riders to ride to work on that day, and pursuant thereto, do further
direct that on June 19, 2017 parking at meters and in publicly owned garages in the
City of _________________ will be free of charge to motorcycles and scooters in
recognition of their utilitarian value and to encourage the daily use of those vehicles.

In witness whereof I have hereunto set my hand and
caused the seal of this City to be affixed.

MRF Friends & Supporters-

I wanted to share the release below which came directly from the Senate Committee on Commerce, Science and Transportation. In anticipation of today’s hearing on autonomous vehicles, a document with established principles for future legislation on driverless cars was released.

This precedes legislation which I have been told the Committee is drafting. Also of note, later today you should receive a press release from the MRF about the hearing as well as other issues concerning autonomous vehicles as they relate to motorcycles. I attended the hearing today and am pleased to report that Senators Baldwin (D-WI) and Heller (R-NV) submitted the following QFR or “Question for the Record” at our insistence:

Recently, there was an incident in Arizona where a vehicle operating on autopilot hit a parked motorcycle. Given their smaller profile and unique properties, motorcyclists are concerned that they are at higher risk than other roadway users when it comes to this technology. What is being done by manufacturers of automated vehicles and technology developers to ensure that motorcycles are properly identified and appropriately responded to by emerging technology?

We will keep you posted on the response!

Best,
Megan
Senators Release Bipartisan Principles for Self-Driving Vehicles Legislation
June 14 hearing will focus on barriers to testing and deployment

WASHINGTON – U.S. Sens. John Thune (R-S.D.), Gary Peters (D-Mich.), and Bill Nelson (D-Fla.) today released principles for bipartisan legislation on self-driving vehicles in advance of tomorrow’s Senate Commerce, Science, and Transportation Committee hearing, “Paving the Way for Self-Driving Vehicles.” The hearing will explore automated vehicle technology and hurdles for testing and deployment in the United States.

“Self-driving vehicle technology will have a transformational impact on highway safety,” said Thune, who chairs the full committee. “Working on a bipartisan basis, we continue to make progress in writing what we expect will become the first ever changes in federal law helping usher in this new transportation era. These principles underscore our commitment to prioritizing safety, fixing outdated rules, and clarifying the role of federal and state governments.”

“Self-driving vehicles will not only dramatically change how we get from place to place, they have the potential to prevent accidents and save thousands of lives,” said Peters, a member of the Commerce Committee. “I’m pleased we have compiled this bipartisan framework, which is an important step toward introducing and enacting meaningful legislation that will help the federal government promote the safe development and adoption of self-driving vehicles and ensure the United States remains the world leader in transportation innovation.”

“While these principles are just a start, it’s my hope we’ll find bipartisan consensus on legislation that prioritizes safety and advances the technology,” said Nelson, the committee’s ranking member.

Thune, Peters, and Nelson will continue efforts to finalize legislation. No date or deadline for introduction has been set.

Principles for Bipartisan Legislation on Self-Driving Vehicles:

Self-driving vehicles have the potential to save tens of thousands of lives every year on our nation’s highways, improve mobility, and spur enormous economic activity. The legislation aims to direct strong federal leadership that ensures safe self-driving vehicles on the road and reduces regulatory conflicts to the safe and rapid testing and deployment of this transformative technology.

Prioritize Safety: As with conventional vehicles, federal standards will be important to self-driving vehicle safety.

Legislation must consider both the near-term and long-term regulatory oversight of these vehicles, recognizing that new safety standards governing these vehicles should eventually be set.

Promote Continued Innovation and Reduce Existing Roadblocks: Currently, there is a body of regulations governing conventional vehicles, developed over decades, that does not directly address self-driving vehicles. Developing new standards takes significant time.

Legislation must allow the life-saving safety benefits of self-driving vehicle technology to move forward as new standards development is underway.

Legislation must find ways to preserve and improve safety while addressing incompatibility with old rules that were not written with self-driving vehicles in mind.

Remain Tech Neutral: Self-driving vehicles are likely to take different forms, use diverse technologies, serve consumers with varying capability levels, and follow multiple business models.

Legislation must be technology neutral and avoid favoring the business models of some developers of self-driving vehicles over others.

Reinforce Separate Federal and State Roles: Traditionally, the federal government has regulated the vehicle itself, while states have regulated driver behavior.

Legislation must clarify the responsibilities of federal and state regulators to protect the public and prevent conflicting laws and rules from stifling this new technology.

Legislation must be based on the existing relationship between federal and state regulators and their current separation of authority, but make necessary targeted updates for new challenges posed by the current regulatory environment with respect to self-driving vehicles.

Strengthen Cybersecurity: Cybersecurity should be a top priority for manufacturers of self-driving vehicles and it must be an integral feature of self-driving vehicles from the very beginning of their development.

Legislation must address the connectivity of self-driving vehicles and potential cybersecurity vulnerabilities before they compromise safety.

Educate the Public to Encourage Responsible Adoption of Self-Driving Vehicles: Government and industry should work together to ensure the public understands the differences between conventional and self-driving vehicles.

Legislation must review consumer education models for self-driving vehicles and address how companies can inform the public on what self-driving vehicles can and cannot do based on their level of automation and their individual capabilities.
